Ask Government to introduce a new competition test and support local shops In December 2009 Government introduced a new streamlined planning policy called PPS 4: Planning for Sustainable Economic Growth but it failed to include a new competition test, as recommended by the Competition Commission, to stop supermarkets opening a new store in places where they already control the local market.
