In December 2009 Government introduced a new streamlined planning policy called PPS 4: Planning for Sustainable Economic Growth but it failed to include a new competition test, as recommended by the Competition Commission, to stop supermarkets opening a new store in places where they already control the local market. Tougher measures are also needed to ensure genuine consumer choice.

Competition Commission Inquiry

The new Code of Practice will be introduced in February 2010 and in January the Government announced it would establish the Ombudsman. However, the big supermarkets do not support the introduction of a watchdog so it is important that we keep pressure on Government to introduce the Ombudsman. After a major two-year investigation into the UK grocery market the Competition Commission released it's final report in April 2008. It acknowledged problems with the way supermarkets treat farmers and suppliers. And found that single retailers dominate some local areas. Recommendations included the establishment of an independent Ombudsman and a strengthened Supermarket Code of Practice.
