Tesco first submitted an application to increase its store size by three quarters, or 9,383 square metres, in August 2008.
The decision has been backed by residents, who had raised concerns about the impact of extra traffic, including pollution, road safety dangers and noise from the 24-hour store. In his judgment, the Government inspector ruled that an extended store "would likely result in a decline in Newcastle town centre trade/turnover".
Secretary of State for Communities and Local Government announced there will be a public inquiry.
