In August 2009 Emerson Park & Ardleigh Green Residents' Association found out that Tesco wished to open an Express store in a parade of shops located in Butts Green Road, Hornchurch. The premises (no. 77-79) was an empty double shop and Tesco's plan was to add a huge single story extension that would run almost the entire length of the land which is very close to a residential dwelling next door. Tesco submitted a planning application to Havering Council and the Residents' Association objected along with local traders and other residents.

Tesco appeal granted

Tesco has appealed again. The Planning Inspector published his report on 24th April 2012 and granted permission for the single-storey extension. Please read the appeal decision here.

Application refused

Tesco submitted a new application and the planning committee has again voted 10/1 to refuse the application, despite an appeal being lodged against an earlier decision. More than 300 letters of objection from residents had flooded council planners. The committee refused the application because they believed that it would be detrimental to the neighbouring properties, overbearing and had no provision for off street parking for customers and staff.

New application submitted

Residents near the premises have received a letter from Tesco informing them that they intend to submit a revised application.

Tesco appeal dismissed

Tesco appealed against the refusal and a public inquiry was held. The Planning Inspectorate refused the appeal by Tesco mainly because of the detrimental effect on the living conditions of nearby residents in respect of noise and disturbance.

Application refused

The planning permission was refused with a unanimous 10-0 majority. The main reasons being that there would be no parking for deliveries, refuse collection, no parking for staff nor customers thus making the store difficult to service.

Tesco has withdrawn the application but submitted revised application in December 2009
