Campaigning to curb supermarket power

Camberley, Surrey

On May 20, Tesco, in partnership with Thames Valley Housing Association, lodged an application with Surrey Heath Borough Council to renovate a dilapidated piece of council-owned land. 

Traders and residents in Frimley Road have collected more than 700 signatures and representations opposing the plans. They were concerned about traffic and impact on existing traders.

Planning inspector dismisses Tesco Camberley appeal

In deciding the case, the Planning Inspector said he had taken into account the "quite exceptional level" of opposition the proposal generated. “Many local residents feel that there is no need for another store and are concerned that the proposal would lead to the loss of existing shops which are seen to have an important community role over and above their retail function,” Mr Grainger’s report stated.“That said, determining appeals involves more than counting numbers and, for the reasons I have set out above, the centre does not give the impression that it is vibrant and of high quality.” Mr Grainger also warned the building proposed by Tesco would represent a "backward step" for the area. The store was to have a flat roof and a "rather boxy appearance".

Plans refused for second time

Members of Surrey Heath Borough Council's planning committee voted 11 to five in favour of overturning an officer’s recommendation to approve the application.

Councillors voted 12 to 3 in favour of overturning an officer recommendation to build the supermarket in Frimley Road. Its reasons for refusal was a loss of residential amenity and industrial use, potential for traffic generation and posing a threat to the vitality of the present area.
